Feasibility study and options appraisal for the development of a visitor centre adjacent to  the canal tunnel at Todd’s End for the Black Country Museum, Black Country Canal Navigation Trust and British Waterways. This involved an assessment of the issues affecting the strategic development of this key site on the Black Country Canal network, an assessment of the options, opportunities and constraints and brokering an agreement between the three main stakeholders who had competing strategic aims.
